A phrase heard periodically when discussing someone who might be just a touch conservative, or security conscious, or perhaps both. Not something one expects to see.
Yesterday, the shuttle driver running me from the airport terminal in Portland to the economy parking lot was an older gentleman. Wearing a belt and suspenders.
